b. When restraint is imposed on anindividual, it should be in such a manner as toaccomplish the desired degree of restraint witha minimum of force. Attachment of anindividual to a fixed or immovable objectshould only be authorized when all else fails,and then a continuous guard should be postedwith specific instructions to care for the welfareof the person under restraint in the event of anemergency.510.34 Motor Vehiclesa. N o p e r s o n s h a l l o p e r a t e aGovernment-owned motor vehicle assigned toa naval unit unless specifically designated to doso by the commanding officer, and then only forofficial unit business.b. M i l i t a r y p e r s o n n e l o p e r a t i n gGovernment-owned motor vehicles shallcomply with all post, station, local, state, andfederal directives. U.S. Government operator’spermit is not required for vehicles under oneton.c. All persons operating Government-owned motor vehicles assigned to a naval unitshall obtain the permission of the OOD beforedriving away from the unit and shall report tothe OOD upon return.510.35 Working Stocks of NarcoticsAll narcotics and other controlledsubstances authorized for medical purposesshall be in the custody of the medical or dentalofficer. No one shall have access to this materialexcept as prescribed by these officers or thecommanding officer.a. The medical and dental officers shallsupervise in person all receipts and issues ofnarcotics and other controlled substances intheir custody and shall keep proper records ofall transactions to ensure strict accountabilityand detect losses promptly.b. With the exception of medical anddental officers, no person shall prescribe oradminister any narcotics or other controlledsubstances, either to oneself or to anotherperson, except to aid the injured during actionor emergencies. The medical and dentalofficers may authorize certain hospitalc o r p s m e n a n d d e n t a l t e c h n i c i a n s t oadminister narcotics and controlled drugs topatients in sick bay per the medical and dentalofficer’s prescription.c. In units to which no medical officer isattached, all narcotics and dangerous drugsshall be in the custody of the controlledsubstances custodian, except small quantitiesof necessary narcotics and dangerous drugs thatmay be issued to the leading petty officer in themedical department. The narcotics andd a n g e r o u s d r u g s s h a l l b e k e p t i n athree-combination safe or, if this is notpossible, under lock and key. All transactionsbetween the bulk custodian and medicaldepartment representative shall be receiptedfor. Issues from the working stock in the sickbay shall be covered by prescription. Narcoticsand dangerous drugs shall be inventoriedmonthly by a special inventory board….510.44 Photographic EquipmentNo person shall:a. Possess or introduce on board a navalunit any camera or other photographicequipment capable of exposing a photographicplate or film without permission of thec o m m a n d i n g o ffi c e r o r a u t h o r i z e drepresentative.b. Make photographs of a naval unit or itsequipment, or of objects from the unit, withoutpermission of the commanding officer, andthen only of the objects for which permissionwas specifically given.c.
