The pregnancy occurred during initial training(must be determined by the permanent dutystation).A pregnant servicewoman may request separationfrom the Navy before the 20th week of pregnancy(normally, such a request is not approved). Under law,the military departments, CHAMPUS, or the Veteran’sAdministration has the authority to pay civilianmaternity care expenses for former servicewomen whoseparate from the Navy while pregnant.FAMILY CAREAll single service members and dual militarycouples having custody of children under 19 or otherdependents must have a formalized plan for family care.If you are eligible for family care, you must completethe Family Care Plan Certificate, NAVPERS 1740/6 andFamily Care Plan Arrangements, NAVPERS 1740/7.These forms certify that your family members will becared for during your absence. These forms alsoidentify the logistical, relocation, and financialarrangements that you’ve made.Custodian(s) you designate (name) must have thefollowing documents:1. A power of attorney that authorizes medical careand person(s) action in loco parentis (as theparent)2. Identification cards for all eligible dependentsIf the person you designate as the custodian doesn’tlive in the local area, you will also need to make sure ofthe following:A nonmilitary escort for family members thatneed help; for example, infants, children, orelderly disabled adultsFinancial support to transport the family orcaregiver to a designated locationIf you don’t maintain an up-to-date family plan, youcan be separated from the Navy. In fact, the CO canseparate members who are unable or refuse to maintainan updated family care plan, who do not remainavailable for worldwide assignment, or who are unableto perform their professional or military duties.PUBLIC AFFAIRS AND COMMUNITYRELATIONS PROGRAMLearning Objective: When you finish this chapter, youwill be able to—Recall the value of the public affairs andcommunity relations programs.Public affairs works on the principle that the publichas the right to be fully informed about matters ofnational defense. The attitude thecivilian community has towards Navy personnel affectstheir morale and effectiveness. Therefore, all Navypersonnel are responsible for maintaining goodcommunity relations. They can help to do that by takingan active part in civilian activities and organizations.
