BAQ is divided into two basic categories—BAQ formembers without dependents and BAQ for memberswith dependents. The rates payable vary within eachcategory and with each paygrade. To find out whetheryou are entitled to BAQ and the amounts payable, checkwith your personnel or disbursing office.Other AllowancesIn addition to the allowances mentioned above, youmay receive a family separation allowance (FSA), costof living allowance (COLA), overseas housingallowance (OHO), variable housing allowance (VHA),or other allowances. Your disbursing or personnel officecan provide you with information about the type ofallowances, if any, you are entitled to.Basic Allowance for HousingBasic allowance for quarters and variable housingallowance are a single allowance called basic allowancefor housing(BAH). Your LES will show only the BAHamount.ALLOTMENTSAllotments are amounts of money you designate tobe withheld from your pay and paid directly to someoneelse. You may authorize many types of allotments,including the following:C (charity drive donation)—allotments to acharity such as the Combined FederalCampaignD (dependent)—allotments directly to yourdependentsH (housing)—allotments to a lending institutionto pay home-loan paymentsI (insurance)—allotments to a commercialinsurance company for life insurance premiumsS (savings)—allotments directly to an account inyour name at a savings institution such as a bankor credit unionFor information on making allotments and rulesgoverning their use, see your disbursing office.OVERPAIDYou aren’t responsible for calculating your pay, butyou are responsible for questioning anything that isn’tnormal. If you don’t question something that isn’tnormal with your pay, you could be at risk for beingcharged with larceny. Computerized systems, equal payperiods, and Leave and Earnings Statements (LES) havemade budgeting your pay easy. You should be gettingthe same amount every payday. But computers are onlyas smart as their operators and the electricity they runon. When you notice a large difference in your pay fromlast payday and you aren’t due for a longevity raise,promotion, or annual pay raise, there may be an error inyour pay.Sailors who haven’t reported the difference to theirdisbursing offices have found themselves held liable forstealing. Even if you do notice and report a questionablepayday and nothing changes, you are still liable for theoverpayment. Regular disbursing audits balancepayments made with those due. Eventually, you’ll haveto reimburse (give back) that amount, so bank theoverage. Look at it this way: You would rush in to yourdisbursing office and insist on knowing why you werepaid too little—right? So—rush in if you’re being paidtoo much, too.LEAVE AND EARNINGS STATEMENTBased on the Navy’s Joint Uniform Military PaySystem (JUMPS), the Navy must provide you amonthly Leave and Earnings Statement (LES). JUMPSis a computerized pay and leave accounting systemlocated at the Defense Finance and Accounting Service,Cleveland, Ohio. The monthly leave and earningsstatement provides you with a complete and accuraterecord of the following:PayAllowancesThe type and amount of each allotment requestedThe amount deducted for withholding tax, SocialSecurity, and Servicemen’s Group LifeInsurance17-3Student Notes:
