Always place a lengthy endorsement on a separate
page (fig. 2-17). Unless told otherwise, classify the
endorsement with the highest classification appear-
ing in the basic letter. Identify the endorsement
by ordinal number (FIRST, SECOND, and so on).
MEMORANDUM. Although
v a r -
ious memorandum forms exist, the one most
frequently used is the simple From-To type
between subordinates within the same activity. A
Department of the Navy Memorandum (short or
long) is available in a preprinted form (fig. 2-18).
When the addressee of the memorandum is
outside the organization, you may use a plain or
letterhead sheet of paper instead of the preprinted
form. When choosing the plain-paper or
letterhead style, type "MEMORANDUM" in
