However, a commandthat is presented with flair and imagination willnormally create a longer lasting impression on theinspection party.Inspections by higher authority ensure that allcommands, units, or activities are complying with thepolicies, procedures, and standards that govern theNavy. Inspections in the Navy are conducted in everyarea of human activity or interest. The following are thebroad categories of Navy inspections:AdministrativeMaterialPersonnelOperationalTHE NAVAL INSPECTOR GENERALThe Naval Inspector General (NAVINSGEN) isdetailed from officers on the active-duty list in gradesabove captain. The NAVINSGEN makes reports ofinspections and investigations to the Secretary of theNavy (SECNAV) or the Chief of Naval Operations(CNO).The NAVINSGEN, under the direction of SECNAV,inspects, investigates, or inquires into all matters ofimportance concerning fraud, waste, inefficiency, andrelated improprieties throughout the Department of theNavy (DON). The NAVINSGEN coordinates theprograms of inspection that deal with the detection andelimination of these improprieties. NAVINSGENmonitors and ensures the coordination of criminal, civil,administrative, and contractual remedies for allsignificant cases. NAVINSGEN monitors andcoordinates investigations of fraud or corruptioninvolving procurement activities affecting the DON.Other matters NAVINSGEN inspects, investigates, orconducts inquiries about include, but are not limited to,the following:Effectiveness, efficiency, economy, and integritySafety and occupational healthPhysical securityInformation resource management andautomatic data processing (ADP) operations andsecurityPersonnel discipline, morale, and welfaremanagement functionsCommand relationshipsOrganizational structures7-1
