The commanding officer (CO)determines your need for a security clearance. The CObases your need for a security clearance on yourassignment at his/her command or potential assignmenton transfer. To apply for a security clearance, you mustbe a U.S. citizen. There is a security investigation madeon each Sailor needing a clearance. This investigationdetermines the Sailor’s potential to protect informationduring the course of his/her duties.Security clearances are granted to Sailors whentheir conduct and behavior are such that they can beentrusted with classified information or they can beassigned to sensitive duties. These are Sailors who—are loyal to the United States,comply with laws,have demonstrated dependability in acceptingand discharging responsibilities,demonstrate good social adjustment andemotional stability, andhave the ability to exercise sound judgment inmeeting adversity.To receive and keep a security clearance, you musthave and maintain a good record. Your commandingofficer can suspend a clearance if you don’t maintain agood record. According to Department of the NavyPe r s o n n e l S e c u r i t y P ro g r a m , S E C NAV I N S T5510.30A, your command must report any of thefollowing to the DON Central Adjudication Facility(CAF) (the DON CAF grants or revokes clearances):Involvement in activities or association withpeople who unlawfully practice or advocateoverthrow or alteration of the United Statesgovernment by unconstitutional meansForeign influence concerns or close personalassociation with foreign nationals or countriesForeign citizenship (dual citizenship) or foreignmonetary interestsBad conduct, such as excessive drinking,gambling, promiscuity, or illegal or improperdrug use/involvementConduct involving questionable judgment,u n t r u s t w o r t h i n e s s , u n r e l i a b i l i t y o runwillingness to comply with rules andregulations, or unwillingness to cooperate withsecurity processingU n e x p l a i n e d a ff l u e n c e o r e x c e s s iv eindebtednessApparent mental, emotional, or personalitydisorder(s)Criminal conductNoncompliance with security requirementsEngagement in outside activities that couldcause a conflict of interestMisuse of information technology systemsGeneral inaptitudeGeneral disciplinary causes—habitual oraccumulated discrepancy causesA security clearance is granted on your need toknow and your meeting the standards for the level ofclearance required. To get a security clearance, youmust undergo a background investigation by anapproved federal government agency. The higher thelevel of security clearance required, the more thoroughthe investigation. During the investigation, you areasked questions about your military, civilian, andpersonal conduct.
