Helps the CNO in the prevention of mishaps and
in promoting and monitoring safety
Collects, evaluates, and provides information on
mishaps and occupational illnesses
Maintains a repository for injury, occupational
illness, and property damage reports; publishes
statistical data on such reports
Investigates all phases of safety, and
recommends safety policy needed to maintain the
highest level of combat readiness
Establishes and maintains direct liaison with all
levels of the Navy, including other government
agencies and private organizations engaged in
hazard awareness
Takes part in numerous Navy and other national
conferences, symposia, and work and study
groups involving aviation, submarine, surface
ship, and shore activity safety matters
A need for safety investigations, surveys, and field
visits resulted in the start of the Project for Accident
Prevention Education in March 1974. Its goal is to unify
and coordinate all phases of mishap prevention
education throughout the Navy. In early 1975, it was
tasked with reviewing safety-related educational
materials developed by the Chief of Naval Education
and Training (CNET).
The Naval Safety Center provides staff support to
the CNO, the Deputy Chief of Naval Operations
(Logistics), the Naval Inspector General, and the
President of the Board of Inspection and Survey
(INSURV).
The Naval Safety Center prepares and maintains
basic safety program manuals as directed. Upon request,
it helps offices, commands, or agencies prepare general
or specific safety-related operating instructions. The
Naval Safety Center also conducts safety surveys of the
naval operating forces and Shore Establishment as
requested by the CNO. When specifically requested, it
coordinates occupational health surveys for the naval
operating forces.
The Naval Safety Center also performs the
following functions:
Maintains liaison with naval commands,
bureaus, and offices to ensure knowledge of
factors adversely affecting safety and to
recommend remedial action
Maintains liaison with other government
agencies and private organizations engaged in
hazard awareness
Maintains a library of research, technical
development, and survival information
Maintains and evaluates mishap, occupational
illness, and hazard reports; publishes statistical
data on mishaps
Provides mishap statistical research services, and
conducts special analytical studies on naval
mishap data
Identifies human factors, inadequate
maintenance techniques, deficiencies in design,
insufficiency of technical publications, and
shortages of repair parts and equipage that may
contribute to mishaps or hazardous operations
Develops and reviews procedures and standards
for the conduct of mishap investigations;
conducts independent investigations of
significant mishaps involving naval aircraft; and
participates, as requested, in the conduct of
nonaircraft mishap investigations
Represents or sponsors conferences, symposia,
seminars, and ad hoc groups to further
Department of the Navy mishap prevention
programs
Promotes interest in mishap prevention through
hazard awareness
Takes part in all aspects of Navy safety education
and training
Provides, when directed, membership on review
boards and advisory councils, such as the Naval
Aviation Training and Operations (NATOPS)
Advisory Council and the CNO Ammunition and
Hazardous Materials Review Board (AMHAZ)
Develops and provides a Motor Vehicle Mishap
Prevention Program directed to Navy personnel
on and off duty and all on-duty civilian personnel
who use government or privately owned
vehicles; develops traffic safety training courses
Manages the Individual Flight Activity
Reporting System (IFARS), and maintains flight
time data for all aeronautically designated naval
officers
