The Vice Chairmanacts as Chairman when there is a vacancy in theoffice of the Chairman or in the absence ordisability of the Chairman. He participates in allmeetings of the JCS but may not vote except whenacting as Chairman. The Vice Chairman, whileso serving, holds the grade of general or admiraland outranks all other officers of the armed forcesexcept the Chairman of the JCS.JOINT STAFFThe Joint Staff, under the Chairman, JCS,aids the Chairman and, subject to the authorityof the Chairman, the other members of the JCS,including the Vice Chairman, in carrying out theirresponsibilities.The Joint Staff is headed by a Director thatthe Chairman selects in consultation with the othermembers of the JCS and with the approval of theSECDEF. The Chairman selects officers to serveon the Joint Staff. Assignments are made inapproximate equal numbers from the Army,Navy, Marine Corps, and Air Force. The JointStaff is made up of all members of the armedforces and civilian employees assigned or detailedto permanent duty to perform the functionsassigned to the Chairman of the JCS. Effective1 October 1988, the total number of military andcivilian personnel was to peak at 1,627.COMMON FUNCTIONS OF THEMILITARY SERVICESThe Army, Navy, Air Force, and MarineCorps, under their respective Secretaries, areresponsible for determining service forcerequirements. They also make recommendationsconcerning force requirements to support nationalsecurity goals and strategy and to meet theoperational requirements of the unified andspecified combatant commands. Common func-tions of the military services are as follows:——————————Planning for the use of the intrinsiccapabilities of resources of the otherservices that may be availableRecommending to the JCS the assignmentand deployment of forces to unified andspecified combatant commandsControlling service forcesProviding logistics support for serviceforces, including procurement, distribu-tion, supply, equipment, and maintenanceDeveloping doctrines, procedures, tactics,and techniques employed by service forcesConducting operational testing and evalua-tionProviding for training for joint operationsand joint exercises in support of unifiedand specified combatant command opera-tional requirementsOperating organic land vehicles, aircraft,and ships or craftConsulting and coordinating with the otherservices on all matters of joint concernParticipating with other services in thedevelopment of the doctrines, procedures,tactics, techniques, training, publications,and equipment for such joint operationsas is the primary responsibility of one ofthe servicesDEPARTMENT OF THE ARMYThe Army, within the Department of theArmy, includes land combat and service forcesand any organic aviation and water transportassigned. The Army is responsible for the landforces necessary for the effective prosecution ofwar and military operations short of war.1-5
