Policies in the Navy areestablished based on the Department of the Navy’sDirectives Issuance System, SECNAVINST 5215.1C.Senior and master chiefs often coordinateprocedures and prepare and carry out directives,regulations, orders, and correspondence. As a seniorenlisted person, you may be appointed to conductadministrative, material, or operational readinessinspections. Make sure you become thoroughly familiarwith those directives that apply to the type of inspectionyou perform. Also become familiar with those to whichunits under inspection must adhere.Directives communicate plans and policies tosubordinates and guide their decisions and actions.Before we discuss the purpose of directives, let’s be sureyou understand the meaning of the terms policies,procedures, orders. instructions, and regulations.A military policy prescribes the course of action tobe followed in a given situation. Policies are best carriedout through written means since they are used to gaugethe action required in recurring situations. Policiesestablished at the top echelon must be broad and general.Those policies established at lower echelons should bespecific and conform to policies established by highercommand.A military procedure is a series of coordinated stepsfor the performance of functions. In the Navy, soundwritten policies and procedures are of particularimportance because ofpersonnel. Consistentthe high turnover rate oforders, instructions, andregulations ensure functions will be carried out in theprescribed manner.A military order is a formal oral or writtencommand establishing a rule or regulation or delegatingauthority for the performance of a function.An instruction provides information about themethods of accomplishing a mission. It also specifiesthe manner and conditions of performance in executingprojects and programs.A miliary regulation is a rule that sets standardsgoverning or restraining the conduct of personnel.A directive is an order, instruction, or notice thatprescribes policy, organization, conduct, procedures, ormethods.DIRECTIVES ISSUANCE SYSTEMThe Directives Issuance System, SECNAVINST5215.1C, establishes a directives system throughout theNavy. It sets the rules for filing, maintaining, and issuingdirectives under the system. In an organization as largeas the Navy, communication between the various partsof the organization becomes complex. Therefore, manywritten directives outlining responsibilities andprocedures are necessary.As the scope and complexity of operations inthe Navy have increased over the years, the burdenof paperwork has also grown. The DirectivesIssuance System was developed to ease this burden.Its basic purpose is to establish a simple anduniform plan for issuing, maintaining, and filingdirectives.8-1
