That results inpeople being unaware of the total cost of theirloans or installment purchases.When you borrow or buy something “ontime,” you should keep your eyes open for extracharges. Such charges are additions to the interestcharge for the use of the money. Some of theseadditional charges include credit life insurance,fees for credit investigations, loan-handling fees,and health and accident insurance. Often thedown payment and the monthly payments are theonly figures stated.Advise your personnel to ask for the totalcharges in writing, including early repaymentpenalties and monthly rates. If they do not receivethe amount in writing, they can figure itthemselves. First, they should find the totalamount they will pay for the loan or the purchase.They should then subtract the amount they willactually receive or the actual price of the goodsfrom the total cost. The difference shows the totalcost of credit. Taking the time to get the facts paysoff.IndebtednessThe Navy expects its personnel to pay theirdebts in a proper and timely manner. However,enforcement of the private debts of personnel fallsunder the control of civil authorities. You donot have the authority to arbitrate claims orcontroversies about the private financial debts ofyour personnel. You also do not have theauthority to act as an agent or collector for acreditor. Your job is to encourage your peopleto conduct their financial affairs in a way thatreflects credit upon themselves and the Navy.From start to final settlement, only thecreditor and the debtor are responsible for thedebtor’s financial obligations. You may only helpcreditors to a limited extent when it involves oneof your people. Your authority extends only toreferring correspondence to persons involved andadvising them to make their intentions known tothe creditor. However, you do have authority toact in situations of nonpayment of legal debts byyour people. In such situations, you shouldcounsel enlisted persons about the provisions fordischarge for misconduct. Follow the proceduresin the Naval Military Personnel Manual,NAVPERS 15506, article 6210140.Law prohibits debt collectors (collectionagencies) from contacting a third party, such asa commanding officer or division officer, to helpcollect a debt. The only exceptions are when thecollector has a court order or the prior consentof the debtor. The law defines the classes ofpeople prohibited from contacting you. However,persons or firms collecting on their own behalfare exempt from such restrictions. You shouldrefer correspondence from such persons or firmsto the person involved.You should courteously refuse requests tofurnish information about the personal creditrating of one of your people. Navy policy limitsany replies to verification of the followinginformation:• The person’s membership in the Navy• The person’s station address• A statement of the person’s basic payBE SURE YOU UNDERSTAND WHO INYOUR COMMAND HAS THE AUTHORITYTO PROVIDE THIS INFORMATION—ITMAY NOT BE YOU.FAMILY SERVICE CENTERSAs the leader of your enlisted personnel, youshould be aware of those people and organiza-tions who can help your people. One of thoseorganizations is the Family Service Center (FSC).The overall mission of FSCs is to improve thelives of Navy personnel. FSCs provide informa-tion, resources, and services that support andenrich the lives of Navy personnel and theirfamilies.FSCs serve as the focal point for existingfamily and personal support and assistanceprograms. The purpose of the centers is not toduplicate the services provided by other Navyprograms, systems, or organizations. However,they offer information and referral on a fullrange of family-related programs, services,and resources within the Navy and civiliancommunities. The centers support Navy- andcommand-sponsored efforts, such as the om-budsman program, wives organizations, sponsorprograms, and predeployment briefings. Theyprovide elected services that may differ fromcenter to center.4-16
