An adverse report (fig. 2-11) is one inwhich a mark of 2.8 or lower is assigned, one thatdoes not recommend a member for advancement(an X in block 43), or one that has an adversecomment in the narrative section (block 56). Ifyou make an adverse report about a person, youmust refer the report to the person for comment.The person then must respond by either sub-mitting a statement or communicating, in writing,a desire not to make a statement. Members areallowed up to 15 days in which to respond toadverse reports referred for statement orcomment. Commanding officers may grant anextension of up to 15 days upon the member’swritten request.Petty Officers Third Class and Below. —In thecase of petty officers third class and below, if areport contains an adverse mark or comment, thefollowing entry is made in the member’s servicerecord on page 13:I acknowledge having reviewed myEnlisted Performance Evaluation Reportfor the period to , which hasbeen referred to me because of derogatorycontents. Article 1122 of Navy Regulationshas been explained to me, and I under-stand my rights to make a statement.
