2. The second objective is to support the Navy and Marine Corps forces as well as the forces of other military departments. The Department of the Navy supports these forces as directed by the Secretary of Defense. Figure 6-2 shows the basic organization of the DoN. The SECNAV is responsible for, and has the authority under Title 10 of the United States Code, to conduct all the affairs of the Department of the Navy. The SECNAV has the following responsibilities: Conducts  recruiting,  organizing,  supplying, equipping,  training,  and  mobilizing,  and demobilizing Oversees the construction, outfitting, and repair of naval ships, equipment and facilities Formulates  and  implements  policies  and programs  that  are  consistent  with  the  national security  policies  and  objectives  established  by the President and the Secretary of Defense The DoN consists of two uniformed Services—the United States Navy and the United States Marine Corps. Figure   6-3   shows   you   an   overview   of   the organization of the DoN. The U.S. Navy was founded on 13 October 1775, and the Department of the Navy was established on 30 April 1798. The Department of the Navy has three principal components— 1.   The Navy Department, consisting of executive offices mostly in Washington, D.C. 2.   The  operating  forces,  including  the  Marine Corps 3.   The Shore Establishment In this chapter, you will learn about the operating forces and shore commands. The reserve components are part of DoN. In times of war, the U.S. Coast Guard is also a part of the DoN; during peacetime, the U.S. Coast Guard is a part of the Department of Transportation. 6-3 Student Notes: Figure 6-2.—Organizational chart of the Department of the Navy (DoN).
