Military and civilian personnel of theDepartment of the Navy make these presenta-tions. The office also monitors and evaluatescongressional proceedings and actions affectingthe Department of the Navy.Office of InformationThe Office of Information, headed by amilitary officer, provides services to the public.These services include the answering of inquiriesand the coordination of Navy participation incommunity events. The Office of Informationalso ensures a prompt and accurate flow ofinformation to the news media.Office of the Judge Advocate GeneralHeaded by a military officer, the Office of theJudge Advocate General (JAG) provides legalservices within the Department of the Navy. Itprovides legal services in all areas except thoseareas of business and commercial law assigned tothe General Counsel of the Navy. The JAG officesupervises the administration of military justicethroughout the Department of the Navy based onthe Uniform Code of Military Justice (UCMJ).It provides free legal counsel for any member ofthe naval service charged under the UCMJ witha serious offense. The JAG office also conductsinvestigations, provides legal help and advice,processes various claims for and against the Navy,and advises on maritime law.Office of the Auditor GeneralThe Office of the Auditor General is responsi-ble for internal audit within the Department ofthe Navy.Office of Program AppraisalThe Office of Program Appraisal (OPA)provides an appraisal of the Navy. It ensuresexisting and proposed Navy and Marine Corpsprograms achieve the goals of the Department ofthe Navy. The OPA analysis gives the Secretaryof the Navy (SECNAV) information on thevalidity, need, and usefulness of Navy programs.SECNAV then uses that information to assess theoverall direction of the Navy.Assistant Secretary of the Navy(Manpower and Reserve Affairs)The Assistant Secretary of the Navy (Man-power, Reserve Affairs, and Logistics) supervisesall DON manpower and Reserve componentaffairs. The Assistant Secretary supervises policyand administration of affairs related to military(active and inactive) and civilian personnel. TheAssistant Secretary also supervises those officesand organizations as assigned by SECNAV.Assistant Secretary of the Navy(Research, Engineering, and Systems)The Assistant Secretary of the Navy(Research, Engineering, and Systems) manages allstages of DON acquisition programs. The onlyexception is the acquisition of naval ships fundedby the appropriation “Ship Building and Con-version, Navy.” The Assistant Secretary ensuresthe technical maintenance or alteration of materialand directs all DON research, development,engineering, test, and evaluation efforts. Theseefforts include management of the appropriation“Research, Development, Test and Evaluation,Navy.” The Assistant Secretary also directsacquisition programs for oceanography, oceanengineering, and closely related matters. TheAssistant Secretary supervises those offices andorganizations as assigned by SECNAV.Assistant Secretary of the Navy(Financial Management)As Comptroller of the Navy, the AssistantSecretary of the Navy (Financial Management)manages all DON matters. The AssistantSecretary’s responsibilities include budgeting,accounting, disbursing, and financing; progressand statistical reporting; and managementinformation systems and equipment (less thoseconcerning weapons systems).
