THE OPERATING FORCES The operating forces (fig. 6-4) consist primarily of combat and service forces, including several fleets and the Fleet Marine Forces. They include the Coast Guard (when operating as a part of the Navy) and other forces and activities under the command of the Chief of Naval Operations (CNO). THE SHORE ESTABLISHMENT The shore establishment (fig. 6-5) provides support to the operating forces (known as the fleet).
